This is a typical scenario in the Atlanta parks in the 1960s, Belinda! And I guess that it makes no sense to apply the birch over buttocks covered by skirts, petticoats & drawers already !
If you are a naughty girl in public, al fresco, Miss Kruger; then I do support you having "tough love", and having your bare, German, lily white, chubby popo whipped a good'un!
